Procurement Workflow Automation: Why Did a Large Enterprise Switch from a Well-Functioning System to xFLOWer?

The Challenge

Most digitalization projects start with the same goal: replacing paper-based, opaque, or manually managed processes with a modern workflow system. This makes it particularly interesting when the system being replaced is not an outdated way of working, but an already well-functioning workflow solution.

A long-established institution providing public services had introduced a purchase requisition workflow. The application was built using Microsoft Power Platform tools, with input from several specialists. IT professionals and business process experts worked together on it, and the project was built on solid professional foundations.

The stakeholders had a precise understanding of the approval logic, exceptions, and areas of responsibility—and this knowledge was incorporated into the system. The result was a transparent digital workflow that replaced paper-based operations. Process management became more structured, approvals became traceable, and automation delivered genuine efficiency gains.

From a professional perspective, there was no question that the workflow worked.

The turning point came not in the logic, but in day-to-day operation.

In practice, the large user base—well over a thousand people—concurrent logins, and regular platform updates began to cause noticeable instability, disruptions, and system outages. For a public institution, this is not merely a technical issue but an operational risk.

The workflow worked—but that was no longer the question.

The question became how stable the underlying technology would remain over the long term, and how scalability could be ensured.

The Solution—From the xFLOWer Perspective

When we joined the project, we were not tasked with repairing a broken system. We were looking at a well-designed, business-validated workflow application.

xFLOWer takes a different approach to process management than typical low-code tools. Rather than simply managing forms and approval steps, xFLOWer builds a complete organizational workflow structure. The system is optimized from the outset for large user bases, potentially numbering in the thousands, and complex permission structures.

The task was therefore not a redesign, but a carefully planned migration. We are reproducing the existing procurement workflow in xFLOWer while leveraging its strengths in load handling, operational stability, and permission management.

We designed the xFLOWer workflow engine specifically for environments where hundreds of users work simultaneously. We already have clients for whom xFLOWer handles high volumes of approval and administrative processes every day without disruption. Here, process management is not experimental automation—it is reliable operational infrastructure.

A particular advantage in this project was that the institution had already been through a digitalization learning process. They knew exactly where the workflow performed well and where platform limitations arose. Implementing xFLOWer was therefore not a development project starting from scratch, but a more informed next step.

In the longer term, the goal extends beyond managing a single procurement workflow. xFLOWer can serve as the foundation for the institution's entire internal process management environment, enabling the organization's own experts to create new workflows.

Customer Example / Lessons from the Web

Across the European market, organizations are increasingly adopting low-code workflow solutions to accelerate digitalization. Initially, these solutions do deliver quick results: short development cycles, a low barrier to entry, and impressive automation.

Challenges typically emerge when workflows are rolled out across the organization to thousands of users. At that point, performance limitations, licensing structures, and continuous platform updates are no longer merely technical considerations: they introduce operational risks and costs driven by the number of user licenses.

For example, at one European public administration organization, an initially successful workflow system became a constraint during a period of growth. The organization ultimately chose a dedicated workflow system optimized for enterprise operations from the outset.

This experience is not unique. In many organizations, automation is the first step in digitalization. The need for stable, scalable workflow infrastructure typically comes into focus only later, as the organization grows.

xFLOWer can be a relevant choice in this second phase.

Lessons and Recommendations

Experience shows that implementing a workflow is not just a technology project—it is also an organizational decision about the operating model. Over the long term, the quality of process management determines an organization's efficiency, transparency, and speed of decision-making.

The most important question is not whether a workflow application or an entire system works today, but whether it will still operate reliably five years from now. Digitalization delivers genuine efficiency gains when the system not only reflects processes but can also evolve alongside the organization.

  • the workflow remains stable even under heavy load,
  • the permission structure is manageable and transparent,
  • the organization can create new workflows independently,
  • the system is not vulnerable to external platform changes.

This is where xFLOWer offers a solution: it treats workflow not as a simple tool, but as a foundation of operations.

What Should You Consider?

If your organization already uses digital process management, but questions have arisen about capacity, stability, or long-term sustainability, it is worth considering whether your current process management system truly supports your strategic goals.

xFLOWer is not always the first step in digitalization. However, for organizations where workflow has become business-critical, stability and scalability are decisive factors.
